The Management of the Service
In
order to improve the management of the service
it is recommended that the SEWOs undertake
a greater role in managing the area teams
and three additional EWOs have been engaged
on temporary contracts to undertake the
casework previously undertaken by the EWO.
Further consideration needs to considered
into making these posts permanent as if
they do not become permanent there is a
danger that the other EWOs in the team will
end up carrying extra casework or the SEWO
will have to undertake casework.

The
review has recommended that where it is
possible and practical to locate EWOs within
teams that are based in a central location
within their divisional area. In the small
number of cases where this is not possible
EWOs will be located in sub offices with
at least two EWOs sharing an office. If
there are any instances, and these will
be kept to an absolute minimum, where an
EWO has to be located alone in a school
they will be encouraged to spend time each
week in their area office.
The
advantages of locating EWOs in area teams
are:
EWOs are provided with peer support and
have easier access to their SEWO.
The introduction of the EWS database system
will be easier and less costly through using
area offices.
It is easier for a SEWO to manage a centrally
based team.
It enables the SEWO to provide a basic level
of service to schools when an EWO is on
long term sick leave or if an EWO post is
vacant.
