Pupils who have been identified within the Code of Practice procedures as having significant social emotional and behavioural
difficulties but who are expected to be able to learn with advice and/or support within a mainstream environment. (Code of Practice Stage 3 provision)

emotional and behavioural difficulties and are considered because of their anticipated persistence or severity to require placement in provision
otherwise than at school. These pupils will normally have a statement of special educational needs. (Code of Practice 4 or 5)

Pupils expelled from school who have failed to gain a place in another school.
